Starlink has denied operating or marketing its satellite networks in Russia. However, Ukraine’s main military intelligence agency has accused Russian forces of using Starlink terminals from Elon Musk’s SpaceX in occupied areas. The terminals were delivered to Ukraine after the invasion in February 2022 to facilitate battlefield communications. Kyiv’s Main Directorate of Intelligence claims there is mounting evidence of their use in the partially-occupied eastern Ukrainian region of Donetsk. SpaceX’s CEO, Elon Musk, stated that there is no knowledge of Starlinks being sold to Russia.
